The Monarchies of Great Britain and Russia both had one goal in mind, to be the greatest and most successful power, by having wealth and land, a structured government of sorts, to make laws and rule the people, and a military for battle. Each monarchy did things differently and put more effort in different areas and had a different theory of doing so.
