There is a problem with the outlines. Chapter 13 is split. Everything in Chapter 14 outline is actually chapter 13 stuff. What is the deal? Am I lsing my mind?

What edition of the Pageant are you using. It sounds like you are using the 13th edition. I think the outlines are based on the 9th edition.

Yup, thats right the outlines are for the 11th edition so the chapter titles might be slightly different.
