Federalist Papers, the Framers of the Constitution, and the Constitution The Framers of the constitution adopted federalism directly from the Federalist Papers 10 and 51 written by John Madison and Alexander Hamilton. These sections focus on managing or regulating factions as well as ensuring that no singular section of the government has more power than the others.
