I believe the speaker of this poem is an outside observer and this speaker?s point of view can be characterized as third person limited. I claim that the speaker is not in the poem because the third person pronoun ?he? is used repetitively by the speaker. The point of view of the speaker would best be described as third person limited rather than omniscient because the speaker does not reveal the thoughts and emotions of the citizen. Throughout the poem the speaker only reveals society?s view of the citizen. The speaker learned about the citizen?s perfect record from the Bureau
