Born in 1810 in Pompey, New York, Horatio Seymour first served as a Millitary Secretary. He soon became assemblyman of New York State, then mayor of Utica, and finally Governor of New York State.

During the Civil War, he supported the north primarily on territorial ground; he was indifferent and unbiased with emancipation and slavery. In 1868 Seymour was the Democratic Party nominee for president; he lost the election to former Union commander Ulysses S. Grant.
